Very carefully! Jokes aside; use a pair of tweezers, pull gently, not at the end of the strand, try to get as close to the middle of the hair as possible. If the hair breaks, try pulling it out using short pulls - beware of the power you put into the pull.

I've used the lighter trick, but you have to make sure that you do it very quickly so as not to discolor the necklace. Then just wipe away the singed hairs with a soft cloth. By the way, burning hair smells really bad...lol

use a lighter. If the necklace is stuck in your hair then seperate very carefully, and do not use a lighter.

If you have the necklace and there is just some hair on it, very quickly run the flame over it. The hair will burn and disintegrate immediately.
