First, make sure that you can not only see the server, but that you also have the most recent antivirus updates. Then do a full system scan in safe mode to be sure your computer is not infected.
At my previous job, over a bunch of years, I used to experience these symptoms (and a few others) occasionally. I seem to remember two solutions. The first is to have the configuration/settings re-downloaded from the server. I do not remember the file name, or whether you have to remove the file first; sorry. That most often corrected the problems. If not, the other solution is to have the client removed and reinstalled on your computer. That should definitely fix the problem, but any custom scans, scheduled scans, or other local settings will be lost and will have to be redefined.

Maybe a virus and anti-spy-ware full/deep scan will help, otherwise, uninstall Norton and try other brand like AVG anti-virus (free)or Mcafee which are better choices than norton.

You have been hit with a drive by virus in your server.
Before I tell you about Nortons and your problem, here is a free "zero day attack", program that is excellent state of the art techology to prevent this kind of "zero day attacks". (Attack of a virus that hits before any security company has knowledge of the attack). http://www.cyberhawk.com (Read all that this program can do for you an it is free. I use it in both of my computers & the malware that is has blocked since only a few months you will find shocking. As you can open the control panel to see all the data.
In my spare time I test antivirus/spyware programs to see if they perform as claimed. I can tell you that Nortons and McAfee, have been pure junk for years and each an every passing year they continue to get worse.
Nortons never knew a virus when it saw one, an is unable to remove anything. If it does it still in your system. Plus it is a hugh resource hog that only slows down your system.
One thing I can tell you is that I wish I never tested Nortons latest version, because it left me with 350 plus fragments in my system after I removed. The fragments were hidden and some were glued to my files and folders. Not even typing in on "run", c://program files, clicking on browser, opening program files and looking for "symantec". The file was there but it would not delete as it says, "file in use unable to delete".
Being that I consider myself an expert with computers I had to use my Registry First Aid, from http://www.rosecitysoftware.com
This is not a free program, but during the evaluation period it will help you to remove all those left behind keys that have "value", in your registry on an automatic basis. (I have used this program for nine years an I never had one wrong key removed. Plus it makes a backup of everything you delete).
Sorry, the instructions for using Registry First Aid is at the bottom of the page.
If it is possible to shut down Nortons, as you can not run two antivirus systems at the same time. Will cause serious conflict with our pc.
Download the free home personal use of "Avast". It is state of the art technology that is far superior then any antivirus program you can purchase their corporate version. Plus you get daily auto updates sometimes twice per day. Excellent scan of your entire system. The background scanner is one of the very best I have tested. Never once missed a hidden virus in any webpage or file and failed to find in real time and destroy before the virus entered your system.
http://www.avast.com
Go to, http://www.filseclab.com and download thier Twister AntiTrojan Virus program. (You will have to pay a small one time fee). You will never have to pay an annual fee for updates, support or new versions. The one time fee is for life. ($29.99)
This company support servers an I use it in my primary computer, an Avast in my backup computer. Both are equal in my own personal opinion. Also used by the Government of China.
The software company is located in Beijing, China. They have excellent support, frequent large signature updates an as always all new versions are free. No annual fee for anything.
Comes with a real time scanner that really works. Actually I am quite amazed over the nine years how well it works.
Scans memory on startup.
Real time scanning in the background.
Open any webpage with an embedded trojan/spyware or malware and scanner will clean on the spot. An It is really removed from your system.
Download any kind of program from zips, all compressed files, software files, music, etc, etc, an if there is a hidden embedded trojan, spyware, malware, this program will stop the download and clean. An will advise you to end the download.
Will even find a virus in the installer wizard, like "Wise Installer". And will stop the installation while it is being installed and clean. Plus this program always will trace back who installed the trojan.
I had a trojan in and wizard installer. Twister caught the trojan and stopped the installation. I wrote the origianl company and told them the wizard installer had an embedded trojan to steal your data. The company now uses thier own installer.
You can't beat this software for a one time purchase fee only. Actually I don't know of any antivirus progam that even comes close to this state of the art technology.
All I can say it is worth the one time fee. Your pc cost alot of money and you don't want it destroyed. Plus your privacy is protected at all times.
There is nothing in it for me to praise this program. I tell it like it is. If it is garbage then I will say so.
Don't go into the registry on a manual basis and try to remove the Norton keys as it is to dangerous. One mistake an you will have to reformat your entire system.
Download the Registry First Aid to get rid of the fragments while during the evaluation period. As you must purchase this software. If you decide to remove Nortons and download RFA, run, check the registry for errors, then open search the registry, and type in at the top, Nortons an click on add, then type in symantec and click on add. After the scan you will see all the registry keys come up associated with Nortons. Use your mouse to left click on the arrow pointing down. Open and drop down to where it will say, "delete string". This will remove the registry associated key. Do for each one and don't worry because you will have all backed up.
You can find your backup at: start., search for files, and type in "backups", when the scan is completed you will see, "RFA", open and there are your registry keys that you deleted.
Reboot your system always after a virus or performing a removal of registry keys. After the reboot an all works fine you can delete the backups if you want. If not they cause no harm sitting as "backups".
Don't use Spyware Doctor, as they don't support servers. Plus this program destroyed my Windows Media Player 10
Good luck to you.
