There's no certain time you can start using them. I only use tampons, I think pads are gross. I've used pads before, but definately not my preference. When just starting out, I use my first two fingers in the shape of a "V" on my left hand to spread everything open down there, then insert the tampon with the right hand. If you're left handed, switch hands. When you first start using them you may feel it once you first insert it, otherwise you won't feel it at all.

I use Tampax with cardboard applicator. But youmay want to start with a plastic, rounded applicator tip. OB tampons are also very good to use, but they take a little more practice because they don't have an applicator. My neices don't like them because you have to physically push the tampon into your vagina with your finger. They think it's gross, but they are so much more convenient because they are so much more smaller. Also, the box they come in is much smaller, therefore, they don't take up as much space in the bathroom; they are also a lot cheaper.
