There may actually be some water on the moon, but it would have to be in the form of ice crystals to have survived.
The Moon has very little gravity, and it is insufficient to prevent water in liquid or vapour form from drifting off into space.
Current theory has it that the Earth actually received much of its water from meteorite impact and, as such, the Moon should have received a similar amount of water. So, on this basis, the assumption that it is due to a lack of constituent parts (hydrogen and oxygen) is incorrect.

Water requires the H and O molecules to be available. On the moon they are not, so no water.

As there is no atmosphere any liquids will evaporate immediatley.
It is only air pressure and gravity that keep all the water on the earths surface.
