I think it's a lovely idea, and anything that demonstrates that the person receiving the gift is worth the extra time and effort I'm sure will be greatly appreciated. It's not just the gift that matters; it's the thought, and therefore I think that personalising the tag is a brilliant idea.

I think that this would be a waste of time in using things like expensive gift wrapping, personalized tags, etc, because all this stuff will be thrown in the garbage unnoticed. All that matters to the gift receiver is the gift, not the wrapping, or the name label, but if it makes you feel good, by all means do it.

I say its a good idea its inexpensive be creative. if you want to personalize the gift tags i say go ahead and do it.
