Leggings are thicker material and footless.
Tights are thin and generally have feet, although you can buy the footless variety.
You could go out wearing just leggings and would not be arrested (although you should be as they are very unflattering to any figure shape) but you may very well be considered obscene if you go out just wearing tights.

Tights cover up your whole legs and your feet. Leggings just go slightly below the knees or near your ankles covering a part of your shoes.

Leggings are now referred to as footless tights, think that may be a clue for you. They can be any length from the knee down to the ankle, but really they are just tights without feet.

Leggings go down to your ankles and tights go around your feet. Also, leggings are thicker than tights.

Leggings are usually made of fabric that contains a bit of lycra, without feet. Tights are pantihose, i.e nylons, with feet. To make matters more confusing, footless tights are nylons without feet.

tights are more like thicker pantyhose meant to be worn with skirts and dresses. leggings are more like actual pants usually for dancing and working out. and of course tights have feet.
