Every where he goes, people are talking and laughing and he can't understand. Have you ever walked into a room and everyone stopped laughing or people started laughing but you missed the punch line? If you have then you know how uncomfortble it is. That's how it is for him- always.
Maybe try to sign to him. Learn a few signs from the sites below- if he turns away or laughs- well then at least you tried!

Probably for the same reason some people make fun of others that are different. He is using it as a defense mechanism before someone can use it on him. You might want to find some way to show him that you are not like others that have mocked him in the past. It might take some time though.

Probably because you used to make him hate you? Like stepping on the newly cleaned floor? or dripping hotdog souce all over school?

Or maybe he used to have this bad history with people like you, and he's come to a conclusion that your all devils or something.

Or it might just be that he has this weird kind of need to do it in front of you?

If you want to know you can just talk and be nice and ask him yourself...

I'm french, and when there's people who can't understand my language, my friends and i only speak french and laugh. We don't talk bad about the person, we just tease them. Some adults think that teasing kids are a way to relate to them.

It's just his personality. He knows you don't know what he's saying. You can surprise him and tell him to stop. Hold your left hand out straight and hit it with the side of your right hand. No is pinching your first two fingers with your thumb.

Maybe he feels inferior because of his handicap and doing it makes him feel better. Try befriending him.
