1. Just the basics:
Use "warm" colors together (ok for top vs. bottom) : brown, red, rust, wine/cranberry, orange, royal blue, medium blue, navy blue, tan/khaki
Use "cool" colors together (ok for top vs. bottom, as well): gray, black, silver, white, teal, midnight blue, dark evergreen.
2. Additional rules for basics:
--Do not mix shades of the same color in one outfit, unless you know what you are doing.
--Black, khaki, or white can be 'canvas' colors and can cross over to go with the other side. Just don't use brown and black together, or navy and black together or khaki and gray. They are too close in shade and color.
--Do not mix a midnight blue or evergreen with black.
Yellows and brighter Greens: use sparingly. They go ok with the warm colors, but can tend to make a human being look "sickly."
3. What is your skin tone ??? Look under your eyes and complexion.
Dark brown complexion: white, royal blue, medium blue, light pastel blue, dark brown, yellow, orange. Avoid cranberry, tan, black.
Medium brown complexion: white, royal blue, medium blue, honey/caramel, rust, orange. Avoid lime green and yellows.
Caucasian, "Summer" (red tones in skin): caramel, red, rust, light yellow, light blue, navy blue. Avoid black.
Caucasian, "Winter" (blue tones in skin): navy blue, emerald green, evergreen, dark brown, black. Avoid cranberry, tan, brown.
4. What is your hair color / eye color ? Black hair--black top, blouse or sweater will always look hot ! Dark brown eyes, dark hair--dark brown sweater will always look hot ! Blonde--black sweater or white blouse/top will always look hot.
5. Pastels will be fine on dark brown or medium brown complexions, terrible on Caucasians (really makes them look drawn). Ok for men's shirts though !
6. Easy Color Combinations/Winners: grey and wine/cranberry, grey and navy blue, black and royal blue, caramel and brown, light yellow and black, rust and brown, khaki and black.

I don't pay any attention to what colours go with which is terms of clothes but I do know this about contrasting colours and ones that go well together.
The most basic and easy to remember way is with the colours of the rainbow - most people know the mnemonic Richard of York Gave Battle In Vain to remember it.
Red
Orange
Yellow
Green
Blue
Indigo
Violet
The closer together the colours are in the list the more they compliment each other. The further apart they are the more they contrast.

I know it's for designing a website but the colour wheel bit should show what colours go well together.
But the most important thing, I think, is to wear colours that you think go best together. If you feel happy wearing it it will show and ultimately you will look and feel better than if you wear colours a colour wheel tells you to and feel uncomfortable. But if you feel happyier wearing colours you know complement one another than I hope this helps!
