The United States Government would not be able to train and hire that many FBI agents. There are over 300 million people in this country.
And besides, we still have the 1st Amendment.

No, Americans would not be safer. An agent may be able to get some information in time to help, but the way the government functions, I doubt it.

I think most Americans already have the FBI living with them.

Not in my opinion as the role of the FBI instead of being centralised and well networked would become decentralised and effectively diluted. As the FBI performs the functions of security and investigation agencies it is best for the agency to perform its functions with approved locations to maintain the intergrity of the investigation.
