You are thinking of werewolves...if the head of the bloodline is killed, then everyone below returns to normal.

Yes. Most vampires become who they are by being victimized by another. You don't literally have to kill the vampire, though. You could cure him of his vampirism.
You can see this pattern in many stories. When the evil leader is killed, the followers stop doing evil. It turns out they were really good people all along!
If you have a group of kids who are always getting into trouble, you only have to make the leader turn good. You could find out what's eating at him--why he turned his back on the approval that comes from being good and started taking what he wants by force (and by sapping the goodness from others). If you can get him to realize that he's become a monster--and that people care about him--it may kill the vampire within him. After that, he won't victimize the other children. A master vampire who has been cured will let his victims go.
Sometimes a vampire might be too far gone to be cured. Maybe he has burned out his pleasure receptors through crystal meth abuse or has committed too much evil, like a serial rapist or something, to ever get back into contact with his humanity. But that's a case of a vampire that has destroyed itself. The vampire has brought itself out into the light; and the victims may see that, thus becoming free.

I recall a TV show from the early days of Fox(whether it was actually Fox or a syndicated show on my local Fox station I don't know)that applied that theory to werewolves, but I have not heard of any story line in any medium that applied it to Vampires.
Come to think of it the only time I've seen a living 'cure' for Vampirism is from the TV series "Forever Knight" and it involved a Vampire who weened herself off of it like a smoker trying to quit cigarettes, and once her blood lust was gone she was slowly able to tolerate more sun light and the presence of religious Icons as well. however like the ex smoker when she became stressed(her lover was killed) she reverted back to Vampirism and I believe slaughtered his killer, or tried to before the hero stopped her (its been a while)

I think if it is a certain level of vampire, yes.
I remember reading something about that, and when the master vampire was killed, his "minions" were returned to normal if they hadn't been vampires very long.
