so game keepers couldnt see theyhad been poaching on private property

In the olden days poaching was a crime. If a farm worker went out to catch a few rabbits to provide meat for his family, he could be jailed or even transported if he was caught. So they would apparently take a stroll in the evening and look innocent if the gamekeeper saw him.
The way he transported his ferrets was in his baggy trousers which usually had gaiters around the bottom or string tied. That way nobody could see that he was off poaching.
It isn't something people do nowadays.

To stop them from running away. The gamekeeper would tie his trousers legs at the botton to stop the ferrets from getting loose. Then bring them out when they were hunting moles and vermin.
