It depends where you're protesting. If it's in your town, go the the town or city hall. Some places require you go to the police. If it's a big rally, you may have to go to a "Free Speech Zone", where those in power can't hear or see you! This USED to be a free country.

The ACLU would be a good place to start. They're nationwide and could address many aspects of protest and what to expect.
