What does it mean when a phone says, Motorola V3 Razr (Unlocked)?

I am trying to buy a cell phone but I am wondering what this means...
Motorola V3 Razr (Unlocked) - What does unlocked mean? Why other phones don't have this? How do you unlock it? Is it expensicve?

the term unlocked means you can use this phone with any carrier.
The phone is not locked to any particular carrier.
in other words you do not have to use it for cingular, or verizon, or tmobile, or .....
If phone is unlocked it can be used on any network that uses that type phone.

unlocked refers to the keys are unlocked so you can dial, when keys are locked you can't use them for anything
