You need the work permit to prove that you have EU citizenship. Not every member of company in the UK knows what a valid Belgian, or Italian passport looks like and as such another form of ID is needed. It is very easy for an EU coitizen to get a UK work permit and you should just contact your local embassy to get the forms for one. If you have the permit and the right skills you should get a job easily.

It is impossible to say exactly why you need a work permit because you didn't say which country you are from.

Why they don't offer you a job may be because your standard of English is not good enough and they have enough local people who speak and write perfect English and are already in England so they are available for a face to face interview.

Businesses are commercial organizations, not welfare organizations, so they will not choose people who are difficult to interview or communicate with just so as to give you an opportunity to work in Britain. They will only interview you if you are likely to be the best applicant for the job.

the job market in the UK is plentiful at the moment you need to get your work permit sorted out then apply for you chosen career, some thing will turn up,your need to write a C.V, telling of your experience, perhaps you would do better by coming over to England on a short term base having a good look around and at the same time applying for jobs

Plenty of vacancies for pets, here. How about becoming a dog. Don't need a work permit, just vaccinations.

You need a work permit to show that you are allowed to work in the UK.
Your embassy should be able to help you.
