i have a salt water tank and i wanted to know if the shrimp count in the 2 gallons per inch rule

Inverts are typically exempt from the fish stocking 'rules' since their waste production and oxygen consumption is minimal or negligible when compared to those of a fish.

Kay is right, I wouldn't count them. But, that 1 inch per gallon or whatever rule is generally only applied to tropical/community type fish. Most of those fish stay small (under 3 inches) and don't have a major drain on the biological bacteria. I wouldn't use that rule for anything else, especially a salt water tank. Way too many other factors involved with those fish. I'd recommend researching the fish species you have/want to get and see what their requirements are and they're compatibility with other fish.

Theoretically, everything in the tank that is using the oxygen in the water, count. (And few people actually follow that rule very closely, although the reason for the rule is to make sure everything in the tank has adequate oxygen)

What's wrong with you? Shrimp can't count. I really don't think that they are aware of gallons or inches either. They eat. They get eaten. That's their lot. You'll just have to accept that.
