I guess it depends on what you define as an adult!
To be able to take a full part in society, in regards to relationships, socialising, voting, then 18 or 21 would seem the age to be.
However I know plenty of under-18s who are a lot more mature in the way they behave and act than supposed "adults"!

Well technically when you turn 18 you are classed as an adult, but weather or not they act like one is a different story. A female teenager is leagally aloud to have sex when they are 16 years old and for a male I'm not sure but I think it might be 14. But I have found that a lot of teenagers are having sex at younger ages these days.

Legal adulthood in most countries is 18 years of age.
Sexual maturity (physical changes that signal adulthood) may happen much earlier than that, but legally they are not considered adults.
Teenagers engaging in sexual activity with other teenagers, while not 'legally' adults, is generally condoned as long as both parties are willing and consentual.
A legal adult (over 18) having sex with someone more than 2 years their junior (younger) is considered statatory rape in many states, even if the younger person gives consent. While it may be ok for a 17 year old to date a 15 year old, a 21 year old having a sexual relationship with a 15 year old is not legally ok.
Remember, age in years does not equal maturity. Some 18 year olds are more 'adult' than some 40 year olds. Sexual maturity does not make someone an adult either.

Age of sexual consent is usually 16+ and many teens are having sex with each other not with the over 18 crowd. 18 is the age of majority in the US when you become a legal adult their are exceptions such as when someone under 18 marries, 17+ joins the military or enters college. Teens are not children, child sex refers to the under 13 crowd teen sex 13+.

Sexual consent is granted at 17 in the US. While it is illegal in most states to have sex with someone under 18 after the other individual is 21; consent to prosecute the offender is granted by the child that is 16y.o or older ... However the district / county attorney will not take on a case with a 17y.o. seeking to prosecute a 21y.o or older for statutory rape since at 17y.o. are consider a technical adult that can yet enter a contract (have to wait till 18 for that). Basically they feel if you are 17y.o and you are trying to prosecute your older lover ... you are probably just a jilted lover and you are considered an adult so they will not take on your case.
under 16y.o. the consent to prosecute is that of the parents.

If you are talking legally in the US, you are an "adult" on your 18th birthday.
If you are asking for statutory rape, which is defined as anyone 18 having sex with someone less than 18, then an example would be
if your birthday was Nov 18th and you were going to turn 18 on Nov 18th and your partner was 18 or older. If you had consensual sex before Nov 18th, then that partner could be sued by your parent for statutory rape. If you had sex on Nov 18th, then you would be an adult and your parent could not sue your partner.
MDs and other "mandated reporters" in CA, at least, are only mandated to report child abuse but NOT statutory rape. BUT mandated reporters have to report any time they suspect abuse regardless of age.

The legal age is 18 years old in USA . You can vote and make your own decision. I think most kids don't mature till age 25 years old, till then even if they appear an adult, they may not have enough life experience to make a sound decision in what they do.
