Well the same as anywhere.
Rain, melting snow flowing down from the moutains, Ice breaking and daming rivers in the spring time........Irrigation for farming land. Progress of buildings in natural flood plains.
China suffers hundreds of flood deaths every year during its June-August rains. Rivers overflow and water rushes down mountains stripped of trees following decades of intensive farming and inattention to the environment.

Flooding is when water enters a place faster than it is drained away. We do not have the technology to alter or even predict the former, but we can fix the latter.
