crime affects or will affect everyone, most of the time, in your lives, if not then youre not really living a full and caring life

I understand it to mean that when a crime is committed it affects everyone. If no one takes notice then the criminal is free to commit another crime. Eventually the future crimes will personally touch every person. So by making crimes everybody's business, the future crimes should be prevented. I hate to refer to a movie, but I think the first Spider-man describes it perfectly. When he's at the wrestling place and doesn't take action against the thief that later murders his uncle. Just my two cents.

It means that crime should concern everybody and to report any crime that you might witness.
The phrase is usually used by law enforcement officers to encourage citizens to participate in the prevention, investigation and solution of crime.

Crime is everybody's business because of the repercussions that result from it. Like ripples in a pond going out from where the stone enters the water, crime causes waves throughout society and touches everyone directly or indirectly.
