The responses to this question amaze me! Why does everyone act like The patriot act really changed anything as far as this issue goes? Did not FDR use surveillance on German and Japanese Americans during WW II? Did not Kennedy and Johnson use the FBI to run surveillance on Martin Luther King and others in the 60's? Did not Nixon authorize Surveillance of John Lennon and other anti war protesters. Did not the Clinton administration collect dossiers made by private investigators on political enemies?. I am not supporting all these actions some were wrong some were right some were questionable. This blustering over the patriot act is 85% politically motivated is my point. Yes there are some concerns but the One of the governments chief responsibilities is protecting it's people and defending it's borders. In Every war and instance of Civil strife the government has used domestic intelligence to gather information. The major difference today in we live in the age of 24 hr. news and the Internet and much more information is publicly available than ever before. To argue because it is the NSA instead of the FBI doing the spying is arguing semantics spying is spying and sometimes it's justified. At least in this case all but the most hard core bush opponents should agree that the threat is genuine and the intent is to protect the citizenry not politically motivated like the action of LBJ, Nixon etc...

There is very fine line between ethical and unethical.People who spy think it ethical,because it saves lives sometimes,but for the people been spied,it is unethical and invasion of privacy.Spying has bin used for centuries.Countries spying on each other,parents spying on children,wives spying on husbands and corporations spying on other corporations for trade secrets.

Arthasasthra, justifies this as an accepted moral in politics. Spying per se may not be unjustified . Bumping off the unwanted leaders of other countries and other leaders within the same country, which has been indulged in by some of the countries in the name of intelligence is to be totally eschewed.

Unethical always apparently.
But if it is used for good reason, may or may not be.
For example, if JAPANEESE could spy (during 2nd WORLD WAR) that USA was about to drop ATOM BOMB in Japan, they could have saved some innocents.
Those innocents were either killed, some had sufferred, some are still.
Such spying could be for good reason to humanity. May require thinking whether un-ethical.

It is ethical only for those who are not troubling others in trouble who are innocent.like US the so called super power said that Iraq had weppons of mass distruction and and pulled down the rule of saddam now there is a lot of sectarian killing going on in the region.
before that saddam had full controle over shittis and sunnis.Why is American troops are not able to control them they are the super powers right they should be able to do it.They kill and harras so many people just to find out the ware abouts of a single marine of thairs still they dont have control over the region.Do u think saddam was a stupid.

It will be known only after spying - if we find someone guilty, then it is ethically okay. But if we don't, then we would be guilty for spying !
