It is not the fan and this is the second motherboard it has had. The other one fried. It is brand new pentium 4. I have 4 fans in it, All are running a current through the computer.Recently had it in to be fixed, Same old problem, It is in a very cool place. I freeze while using the computer.It is not dusty. It is clean.

its not how many fans you have rather than the heatsink you have and its ability to draw heat from the cpu,, also you do need a good fan,, case fans will remove some heat, but the heatsink/ fan combo, is what does the majority of the work,,, also you will need a thermal paste/ grease that can withstand the heat and allow your cpu to stay cool,,, do your research,,,
make sure you know your processor socket you use so you can get the proper cooling device that will fit,,,,

The speed may be overclocked (CPU does more things than it's designed for at a given rate) but I doubt that is the case because you would know if you overclocked it, it doesn't happen on accident. The computer might have some incompatible parts if you've put things in yourself. The room temperature might just be too hot if it's summer where you are. Things could be a little too dusty, clogging up the cooling systems.
There's more, but I can't think of all the possibilities right now.
Edit: after your additional details, there go half of my answers. ;) I'd go with the guy below who posted on underclocking, etc. to see what happens since it looks like you know how to handle stuff and aren't just some computer newb. :D

did you overclock?
even if you didn't
try underclocking
and i am presuming that you built it yourself
did you remember to put thermal paste on? (my main thought of your probelm)
and if you did, Pentium 4s suck with heat anyways (i had one, so trust me on this, (pentium 4 prescott 3.2ghz))
your motherboard threshhold thingy is set too low
raise the alarm temperature higher
to about 170 degrees Farenheit
if it is still overclock
get these parts
Thermaltake Big Typhoon cooler or Zalman CPNS 9500
and Artic Silver 5 thermal paste
that is an almost garrentee that your cpu temps will go down
the other small percentage only applies when you don't install it correctly

Maybe your fan is not big enough. I had a system that I had to stack two fans on the processor to keep it cool if I was going to leave the computer running for more than 4 hours.

I had the same thing happened to me! There could be alot of debree and dust in your tower, I would really sugest taking apart your tower and cleaning some of that dust out, this has helped me heaps! Take a look at this site this shows you how to open your tower up:
