I would propose www.map24.de
It has not only maps of Germany, but also neighbouring countries. You have different modes and different language possibilities, can easily zoom in and out, can have road maps or sattelite pictures, hotels, reataurants, gas stations and so on.

If you go to mapquest.com, you can get pretty detailed maps, down to the street names.
