If beauty is only in the eye (or taste) of the beholder, then beauty doesn't really mean anything special. It is simply an internal whim or decision to find a particular object beautiful, and the object is neither beautiful nor not beautiful in itself.
Yet, that is not how people speak of beauty. A particular personal whim could not launch a thousand ships, as did Helen of Troy. When we see something as beautiful, we expect others to see its beauty, as well (as Kant noted). There is a conviction that we find something beautiful because it really is beautiful . . . that the quality of being beautiful belongs to it. The beholder longs after the object; if beauty were simply in the beholder already, then the beholder wouldn't need to go far. He could simply impose beauty on whatever was near and accesible. No ships would have had to have left Greece . . .
Thomas Aquinas defines beauty as that which, when it is seen, delights.
In the Platonic and Aristotelian traditions, beauty is being as perceived sensibly, just as the truth is being as intellected by the mind, and the good is being as desired. So, beauty is the being-ness of the world, as seen by the eyes. When we "wake up" from our slumber and actually look at the world, we can see its radiant beauty. For Christians, this is because the world reflects its creator . . . the source of its being, its truth, its goodness, its beauty.

A bit of Heaven here on earth. Something that moves you. Something you don't just see with your eyes, or hear or touch, something you feel in your heart. Whether it is a person, a landscape, a piece of music, any extraordinary creation, it affects you. It elevates you. Lifts you out of yourself. It makes you happy & it makes all the ugliness in the world bearable. As far as aesthetics are concerned, beauty is not merely being pretty, physically attractive with well-proportioned features etc (though some people are indisputably beautiful in this sense) true beauty is something that shines through someone's eyes. It is a part of their being. An inner goodness, a radiance. Beauty is divine.

beauty is that which makes the soul feel complete and at peace with it's place in the universe, even if it's just for a moment. did you ever see the movie "american beauty"? there is a part where there is a plastic bag floating around in the breeze, and to the main character in the story, for that one moment, it is beautiful and complete to him. i never forgot that because it helps me to see beauty in everyday, common things. like when i'm driving to work, the way the sun reflects off the trees...or the sound of my little boy's laugh. or the way my coffee tastes soooooo good in the morning ha ha...silly yes, but a beautiful moment nonetheless, because i feel at peace and happy drinking it.
life is full of beauty, and i believe it can be found in anything which makes one feel whole and connected. and in turn, when one feels this way, they add beauty to the world themselves. they see it, feel it, and perpetuate it.

Beauty is in the eyes of the beholder, meaning it is in the mind of the beholder. Beauty is that pleasing quality in the physical appearance of an object or person which makes the beholder want to be seeing all the time, that is not to take the eyes away from the pleasant sight.
