It's not that hard to do a basic one. You can use a program like Microsoft Front Page, or a free program like Nvu. These programs will let you create a page. What you need to do then is to find a place to host it. Most ISP's have a place for you to do that. Check their web site.

You can also go to a place like Geocities, and get a space there. These also have a web creator program that makes it very easy to build a web page, but you don't have as much control over the layout as with something like Nvu.

You might also want to take a trip to the bookstore for a basic book on creating web pages.
