If you take a close look at a real person's eyes, you will see that there are highlights reflecting little points of light or smaller images of objects that are close to them; that is how we can tell that an object is shiny or reflective. So when a professional artist (who knows about little techniques like this) wants to make sonmeone's eyes look realistic, they add little reflective highlights to the eyes, depending on which side the light is supposed to be coming from, etc.

They add white circles in the top right corner of the eye.

depending on which angle the light is coming from you would add a white dot on the pupils of the eyes
