the molecules in the uppermost layer of a liquid,taken in cup/jar shares their bonds to make the surface hard to pierce with light forces.
eg: if you put a blade in a cup of water,it will float on its surface.It is due to the Surface tension.

Surface tension is where the molecules of a liquid tend to stick together where they meet with the air. It gives the ability for water to be filled slightly above the top of a glass, or for some insects to walk on the surface of the water without penetrating the surface.

Some chemicals can interfere with this process, and when added to water, bugs will not be able to walk on it.

The molecules inside the liquid are surrounded by other molecules from every side. Consider it as a sphere surrounded by other spheres from every side and it is making bond with each of them. So the force from every side neutralizes the total force.
While when a molecule is on the surface, it is surrounded from other molecules from below only cause their is air above. So there are bonds only below and hence, the total force is not equal. This makes the molecules a bit stretched. This happens to every molecule on the surface. This unbalance force makes every molecule at surface stretched and hence, the surface of a liquid also goes tence. This tension at the surface is called surface tension.

fill a glass with water,the bottom layer of water molecules is attracted to the upper layer of molecules and so on until we reach the top-most layer.this layer has air above it,but it is more attracted to the molecules of water below and around it,that is why the upper layer of water acts like a very thin skin,this skin is known as surface tension,some insects,which are very light,can walk on water in ponds and lakes because of surface tension.if a very heavy object is placed on the surface of water,the surface tension breaks and the obeject drowns.i am just giving the example of water,there may be other liquids acting like that.

You can float a very light object on a surface of a liquid. Try it: get a toothpick and gently lay it onto the surface. It comes from intermolecular attractive forces.
