Covergirl-- powder foundation in blue compact (sorry, don't remember the name), & any liquid foundation-- only brand under $10 that matches my rose-fair skin tone
Rimmel-- never tried it
NYC-- the lipsticks!!! Great colors that feel good and wear pretty well, really inexpensive, and so you can have 20 colors and still not break the bank. Also has a really nice eyeliner pencil... Oh, and the fast-dry nail enamels have really cool punky colors that no other maker has.
Sally Hansen-- hard as nails nail clearcoat-- lasts foreveron the nail and works well as both top- and under-coat for the NYC polishes
I have a particular preference for the Physician's Formula waterproof mascara and eye shadows. I have sensitive eyes, and all the other types give me styes (pimples on the eyelids).

Hope this helps!

I would guess Covergirl is probably the most popular/purchased since it's the largest company of the four (you see magazine ads, commercials, and probably has the biggest distribution). They also have the widest line of products, colors, etc and at a Walmart would probably have 1/2 an aisle of products (where as the other three probably have a small or medium-sized display). Mabelline is another similar line you would find at Walmart.

Personally I like Rimmel (mascara and eye color) because it's good for sensitive skin (I don't use Cover girl or Maybelline's eye makeup for that reason). I use Cover Girl's powder foundation. NYC tends to be poor quality so I wouldn't buy it (unless I wanted to experiment with a drastic lipstick or eye color to use once or twice). Sally Hansen is great for nail polish.
