Thymolphthalein might be what you're looking for.

Thymolphthalein is the only acid-base indicator that I can think of that comes close (pH range of 9.3 to 10.5). It turns blue above pH 10.5 and is colorless below 9.3. The only problem is that it's the reverse of what you have written - it turns blue ABOVE pH 10 and is colorless at pH 9 and BELOW. I don't think there is any( maybe it's my limited knowledge but I've been studying chemistry for three years now) however there is one pH indicator that dose exactly the opposite(colorless under 9.4 and blue above 10.6) and it's called Thymolphthalein. I think you mean this one.

Thymol blue almost fits the description. It is, however, the closest I have heard of, so it is probably the one you want. It is kind of a colorless/yellow below pH = 9.
