The USO regularly has tours that you can join. If you're a vet you can probably stay in the shogun in, and there are shuttles. On Kadena, theres an office building between the BX and the communications building that also does tours.. A word of advice- if anyone invites you to the "Banana Show" Pass on that.

Good Luck, I loved it when I lived there.

Try contacting one of the bases, they might be able to help. There is Camp Foster , Camp kinser , Camp Hanson , Camp Schwab , Camp courtney , Kadena Air Base , Futema Air Station to name a few . When do you plan on going?
