i have tried to heat it and only seem to melt the tip

Put it in hot water for a while

If your melting the tip, you are holing the flame too close! It only takes a little heat to get the ink flowing.
If your talking about an actual fountain pen, you can soak the nib in alcohol mixed with water for a while and it should get it unclogged.

If its a fountain pen (split nib) try white spirit or metholated spirits.

If its a ball point pen and those other things aren't working (heat, rubbing it on paper or denim) then also try one of the spirits above.

I'm guessing its a pretty good pen, sorry I can't help more.

find a peice of fabric that you dont care if it gets ink on it, (denim works best) and rub the tip really fast in a back and forth motion. it should probaly break the ball point free and hopefully will work for you...
