I think one of the funniest things that happened in the political world lately was John Kerry saying something along the lines of "do your homework or you are going to end up in Iraq." He was in such disgrace with military personnel and their families that mid-term election candidates cancelled appointments for him to come stump for them.
You could do a take-off on an army recruitment poster, Uncle Sam saying "I want you." You could add the line "No John Kerry idiot types need apply."
Please, Democrats, I mean no offense. I would make the same suggestion if a Republican had misspoken in this way.
You can find some cartoons that may spark other ideas at the following sites:

I think a one-panel political cartoon is more effective - and it is easier than drawing multiple panels!

I'm not going to do your homework for you, but you could think up a well knowing phrase or saying and apply to a political cartoon. When I had to do this assignment in High School I made fun of the Florida voting thing and school funding, wish I could remember how it went.
Serendipity - I'm a member of a military family, and I wasn't insulted by it at all. Historically, the under educated did join the military - but that's not what Kerry was trying to say, and we all know it. Doesn't make it any less stupid to have said, though.

Kerry, Hillary and Ted sitting in a tree in the form of buzzards, with, of course, their caricature. All are saying "I don't have any idea, do you have any idea?"
