Not just France. Many women in continental Europe (and around the world) don't shave their armpits. As for 'prefer' I don't know about that - that's just the custom there.
Your question makes me assume you are an American - Americans are always amazed that people do things different from them in different parts of the world.

While I was in Paris most of the French women I saw looked like they shaved. They had tank tops on so I could see. But then this ONE woman we saw...wow. The guys I were with noticed first and they were disgusted ha! It was funny
