Well, his father was a local-level politician named Ray Perry. I don't know much about his mother.
EDIT: His mother's name was (is?) Amelia June Holt, now Amelia Holt Perry.

A fifth-generation Texan, James Richard "Rick" Perry was born March 4, 1950 in the West Texas town of Paint Creek, 60 miles north of Abilene, to ranchers Joseph Ray Perry and the former Amelia June Holt [Now]Perry. Milla Perry [Now]Jones was the first sibling and older sister to Gov. Rick Perry
His father was a long-time Haskell County commissioner and school board member. I don't know anyhting about his mother.
I was not able to find any brothers of Rick Perry.
