I'm very sad to say no, but there would be a minority who supported it in congress and they would not let it go down without a fight. It would never get signed into law by the current administration.

After they discussed if for about 20 years, it probably wouldn't get through. And if it did, it would be vetoed by the President.

They would add countless frivolous provisions, amendments and riders to the point that it would become meaningless. I doubt they could agree.
