What are you trying to do? I need a bit more information to answer your question correctly.

Your parallel port should not need "activating".
If you're having trouble with it, try clicking Start, control panel, system, hardware, device manager, Ports (COM & LPT). LPT is the parallel port. Right click and select "properties" and then "troubleshoot".

There used to be USB to Parallel plugs available a while back, but since most new computers don't even have Parallel ports anymore you may be out of luck finding one.

If your computer has a spare PCI card slot on the motherboard you may be able to buy a cheap USB card and plug it in there, letting you print via USB with no hassle.

When you attached the new device, your system should have recognized it. If it hasn't, try going to "control panel" and clicking on "add hardware". If that does work you can always go to "control panel" click on "system" and select the "hardware" tab and click on "device manager". You should find your ports on that list. Right click to change it's properties.
