Yes! Because when they are drunk it makes them brave and they tell everything and their feelings come out. Things they would lie about and bottle up when they are sober. As for people if they were mad-again the truth would come out, they won't hold anything back. Example, when my sister was mad at her boy-friend, she told me that he ripped me off and it was true.

It would seem to me that the opposite would be more often true:
people are more honest when they're feeling at ease. When a
person is mad--and I presume you mean when they're "angry"--
they'd have more reason to be defensive, and therefore they'd
be more apt to lie.
As for whether or not they'd tell the truth when they're drunk: it'd
be much more difficult to say, because someone who's drunk--
to my experience, at least--isn't trustworthy. (That's one reason
why I don't drink.)

Yes. When you are angry you are more apt to spit out all the things you have been holding in.

No. Anger and rage lower one's inhibitions, so they are less guarded in what they say. this could mean that they don't mind saying whatever will hurt the most, NOT necessarily what is true!
