No. It's not normal for a 13 year old to wear a diaper at all, unless he has a bladder issue or something.

my 171/2 year old brother does but he has alot of problems and is on the level of a 2nd or 3rd grade we have tried medication and it didn't work for him

My daughter did... she finally outgrew it at about 17.... hang in there.
Your doctor can prescribe a medication that will help with this... it really works, and it's safe. It's called DDAP (I think.)
