As an ex-smoker, it was always understood the workplace was not a place to smoke. If I could, great, if not, oh well. Create a comfortable smoke pit or area for the smokers with proper ventilation. Providing an area for smokers may reduce long breaks as smokers will go anywhere to smoke, including off the porperty if needed. Provide for the needs of all the employees. This will keep everyone happy.
At this point in time, it is generally acceptable to stick it to the smokers and they will understand this. It's work, not home.

I'm amazed that you have a work environment allowing smoking. I worked in an office with over 100 people (one big open space) & the majority were smokers. Then we were allowed to smoke in the breakroom only on breaks. Grump, Grump. Then we couldn't smoke inside. More grump.
But, you know what? The # of smokers kept declining until they hit somewhere around 25%. I haven't had a cigarette since Jan 1989 & I used to smoke 3 pks a day. Why are you worried about what the smokers think? You need to protect the non-smokers from the harm of 2nd hand smoke. My uncle smoked like a chimney & who died of lung cancer? My aunt.
Forget about the filtration system -- don't allow smoking to begin with.

As a human communication major with an emphasis on interpersonal communication, I can tell you that hurting the smokers' feelings is the least of your problems and, their feelings are not your responsibility. Smoking should never be allowed inside the workplace, even in a private office. An established smoking area away from the building and the entrances will satisfy everyone's needs. If you are that worried about the smokers, the smoking area could be covered to allow for inclimate weather.

There is no way to help non-smoker and not hurt the feelings of smokers.
But where are you where smoking on the job has not been made illegal?
The evidence is in. Smokers are sick more often, raise the insurance rates for employers, put everyone at risk for cancer, heart attacks, emphysema, asthma, etc. It's wrong for you not to insist that these employers make it a rule that their employees either quit smoking or they're gone.

Forget the air filtration system. It has been proven that isn't the answer. Just see the statistics. Simple and effective; send the smokers outside, at least 25 ft. from the building. Hurting the feelings of smokers? Why are you worried about that, they are killing those around them! Most states have laws regarding smokers in the work place. These people cost all of us in increased insurance premiums, passive smoke diseases, etc. California is first in how they handle it, a strick no smoking policy in all work environments, restaurants and public areas. Amen!

Most companies I know are creating either smoking areas, or baning inside smoking. They usually have also programs to improve awareness about what smoking causes to smokers and passive smoker's health; trying to emphasize respect between the two groups of people.
Besides, inside smoking cost companies more money to keep clean breathing air, once most buildings have air conditioning.
I am a smoker myself, but I don't feel any problem avoiding smoking while I work for respect to my students. (and I also teach at my place).

I believe that the feelings of smokers must be hurt and should be hurt. Smoking is a big health hazard and a waste of time and money. They are not employable.
