In all the series, Goku was the strongest of all - and at the end of Dragonball GT, he was one of the only ones who could achieve SuperSaiyan level 4.

Haha, very good question, and no, the answer is not Goku, well he's probably the strongest the most tiems but not always, so here is what I think:

It was acually when goku and vegeta transformed into super saiyan 4 and fused together to make gogeta at super saiyan 4. He was the strongest ever but lasted about 5 minutes.

Lotus and Crazymonk are right. I agree with this because a long time back. I was in a site that listed characters power levels for each saga for each Dragonball show. And the one with the most was indeed SSJ4 Gogeta

It's Super Sayian 4 Gogeta since he's the only one that could beat Omega Shenron without breaking a sweat

For plot applications and because it is not in his nature to scouse borrow. merely like Gogeta would have finished Omega Shenron in milliseconds regardless of the shown fact that it is in his nature to toy along with his combatants (somewhat, merely Vegito and the SSJ4 Gogeta are like that).
