You can find out what district you vote in by calling your local election commission. Their number should be listed in the newspaper, on the internet and in the phone book (both are under city government in my town). Their office should be located in your local courthouse. This is also usually listed in the newspaper.
In order to determine which candidates will represent your needs and values the best you should really consider going to some of their campaign rallies to meet them personally. There is no better way to grill a political hopeful on how they will vote on the issues.
A quick way to gather this information is through the internet, but use caution! Some of the sites are biased and may provide distorted views. The CNN and CSPAN sites are very good.

There are multiple ways to do it but a few weeks before the election you should receive a sample ballot that will list the major candidates. Though it might not list some independents.

The Internet stupid. By the way, it took me about thirty seconds to determine that you live in Pennsylvania's 8th district. Your congressman is Michael Fitzpatrick. Assuming that the zip code you gave is correct.
