eye primer. trust me. you'll have to scrub it off unless you're using eye makeup remover.
personally, i use the mary kay eye primer. it's a little sticky so the color won't budge. just dab some all over your lid before you put on your eyeshadow. don't rub it in all the way.

Waterproof eyeliner works good, I use Avon Waterproof Glimmerstick. It stays on all day long, and is still easy to wash off at night. Covergirl eyeshadow stays on for a while. That's my favorite out of all the brands I've tried.

i use qtips to put on my eyeshadow, when i put it on i wet the qtip a little and then use the eyeshadow, it kinda mixes and makes it clay like so when u put it on it dries and wont rub off as easily.
for the eyeliner i use pencil depending on where i use it..on the inside i use pencil and the outside i use both liquid and pencil. but to make it smudge less i use powder. i put it under my eyes. i just dab it on there. i dont over load. i use the same color as my skin tone so its not so noticeable.

You can get your eyeliner tattooed on, but i`m not sure if about the eye shadow. And if you don`t want it to smudge off don`t think about rubbin` your eye even if it`s itchy, don`t touch it! And again for eyeliner, try water proof.

I like a liquid water proof eyeliner you have to put it on and let it dry completely.

Not that I know of. Try looking for a non-smudge eyliner.
