Ask her what responsibilities she would want you to to be in charge of for the party. Offer to have you and your friends clean up after the party. I know that's a bummer for guests, but you can make it fun by singing Christmas kareoke while you are doing it. Be sure to agree upon a date for the party that does not interfere with her plans.

In other words, go the extra mile. I think you'll be able to talk her into it.

Prove to your mother before Christmas that you are responsible. Take up chores you never did before and help around the house. Make your mother is happy and word of advice, NEVER whine and NEVER complain because that will only make the situation worse. Be a big girl and take up your mother's opinion with a nod. The good thing is if you're good enough, you're mother can change her mind. Ask her why you can't have a party and do the opposite of what she says.

Example: I don't want to get the kitchen dirty
Solution: Clean up after meals showing your mother that you can clean up after yourself.

Or you can draft up a plan on what you're going to do, who's coming, and what you guys are going to do. Sweet talking always helps but don't make it obvious, or else she'll know it. Some people can be stubborn but hopefully you're mother might not be. Everything is done for a reason. Talk with your mom and hopefully you can have that party. Good luck! :D

Just don't call it a party. And that's not lying because it's only a couple of people. Have fun!
