I believe that the government is PURPOSELY encouraging racism in order for the races of America to compete against each other in the work-field in order to make a more productive work-force. THink about it. Are there any arguments to this question?

White people are the majority so white people are usually the ones that benefit most from racism in America. They would be the least compelled to compete against other races because of that. In that case, I would understand your theory more if you were to say that white America wants minority races to compete against each other for the limited advancement opportunities available for minorities in a country run by racist white people. Even that wouldn't make sense if it was about productivity.
Since white people are the majority, they would end up running all the powerful companies. Since everyone would be a racist, they would only want to hire white people. The minority races would realize this right away and know that it's practically pointless to think that hard work could get them anywhere in a country run by racists. A lot of people would just take the lower paying jobs that the white people didn't want so that they didn't have to deal with the racism anymore. If all the minority races hated each other then they'd find jobs where they only had to work with people of their own race where they would be treated equally. All this creates is a class structure based on race. It doesn't make the races compete against each other and be more productive.
If anyone of a minority race was "lucky" enough to be hired by a racist white boss, they would then have to work much harder just to be considered "as good" as the white employees. The white employees would not have to work any harder because they would know that the boss favored them.
If the government is promoting racism then they are only doing it to keep the white majority in power. Pitting races against each other only forces a portion of the population to work harder. If the government truly wanted to have the most productive workforce possible they would eliminate racism so that all people would have to work harder to succeed.

Your conspiracy theory was nearly well-structured. The only factor that impeded its success was that you weren't able to structure it well enough so that it couldn't be proven false. You never explained how encouraging racism among the working class would stimulate productivity.
Assuming you would have come up with a stronger argument: I would have told you that productivity might slow down, as workers would focus more of their resources on the issue of hate, and not that of workplace-based productivity competition with rivals. Another problem you would have is the following: how productive would a multi-racial or ethnically-diverse workplace fare if all the workers hate each other and refuse to work together?
Positive energy appears to boost productivity in people, while negativity does the reverse.

Only the fact that the federal and state governments have passed hundreds of anti-discrimination laws over the last 50 years, making it illegal to discriminate against people on the basis of race, ethnic origin, religion, sex, creed, eye color, height, weight, or left-handedness. And that there are a lot of people who have incurred big fines or jail sentences for violating those laws. And that the feds have resorted to using the National Guard to enforce those laws at times, like when those students wanted to enroll at the colleges and universities in the south.

I think you're whacked. It's always easier to blame the government for action's taken by citizen's isn't it? It's still the "I did it, but am not responsible, as I was manipulated, and controlled. THEY made me do it". It's BOGUS.
