I can tell you for Photoshop and I believe you do the equivalent commands for GIMP. Run the magnetic lasso around the part you want to leave colored. Then you can feather it for best realism. Then invert the lasso-selection so that everything except the color part is in the lasso Now desaturate the color (or change to grayscale). That will take the color out of the lassoed part and leave just the original colored part. Now remove the lasso and you have a colored area surrounded by black and white.

So you've got Photoshop. Good. Open the picture. Go to the layers pallete and right click on the layer marked "Background" and select "Duplicate layer". Now click on the new layer (called Layer 0 unless you specified a name). Go to the top menu and select Image > Adjust > Desaturate Okay? So now you've got a black and white version of your image above a colour version of your image. Make sure you've still got the black and white layer selected and click on the eraser tool on the toolbar on the left. Now just draw over the areas you want in colour. This will make a hole through the black and white layer, exposing the colour layer below. Do it gradually and make sure you don't try to erase the whole bit in one go. That way, when you screw up (and you will screw up), you can just undo and not have to do as much work again. When you're finished, I would suggest you save that image as a PSD file. This will preserve the layers and stuff in case you need to make any changes. After that go to File > Save as... and save it as a JPEG or whatever you need. This will flatten the image down, discarding the layers and leaving just what you wanted.
