What is the best webpage editor with a balance between ease of use and functionality?

depends what u're doing (i.e. what language/script u're using)

The most versatile one in my knowledge is Macromedia Dreamweaver. It is a great general purpose web editor that covers a lot of basics in different scripting languages. Also pretty easy to use, although I suggest u stick with the coding interface instead of the visual interface (it generates lots of unharmful yet useless code that take up space and screw up ur coding standards/style). Any scripts has to be done in the coding page anyway.

For specific scripting languages though, there are usually specialized editors that deals with the specifics of the language. For example I use Zend Dev Environement to develop PHP. I don't really know what other ppl use out there for other languages, but I've heard MS Visual Studio .NET for .net applications.
