Not only is it unfair, it's unsafe. Women have been attacked and raped by men pretending to be cops and pulling them over. If you have any doubt that the guy isn't a cop, drive to the nearest police station or somewhere that you can get help. If he turns out to be a real cop, he'll understand why you fled. You'll still get the ticket but at least you'll be safe.

Yes And Yes It Fair If Your Speed Then You Should Get One But The Problem Is There Is Not Enough Cops To Give Out Tickets At Lest Not In My Area People Speed All The Time And I Never See A Cop. If People SLOW DOWN THEN THERE WOULD BE LESS ACCIDENTS

This is only true in some states. In Ohio for example for traffic enforcement the officer must be in a marked police vehicle with at least 1 rotating/flashing or oscelating light attached to the outside of the vehicle.

Yes they can, it wont hold up in court. Law states they must be identifiable as a police officer. The law also says you do not have to stop for them, and if you do, do it in a well lighted public place. No this doesn't give you the right to continue to break the law by speeding.
