It's broke! Take it to a shop, it could be any number of things, but it sounds like your disk is garbled, if not malfunctioning. Running in safe mode is a good sign, it means the basics are working.

I am sorry to say this, but I need to use this opportunity to vent. I don't know what your problem is with your Dell, but I have had mine less than a year and it has crashed twice, for bizzare reasons completely unrelated to spyware or viruses. I am not happy with it, and really would not buy another.
I hope you have a successful time in fixing yours.

I was having similar problems with mine, and I had more memory installed, and haven't had any problems since.
