I'm not quite sure how a school's division is choosen at first, but a school can bump up a division at any time, but things have to be done.. there is a 4 year plan that has to be followed before a collge can become a true division 1 team (playoff eligible) from division two, i know this because a local college (Florida Gulf Coast Univiersity) is moving from divison 2 two division 1AAA (which i believe is a divison 1 college with no football team)

The NCAA rates highschool propects in Amateur athletics. A schools Designation as Div 1, 2, or 3 is decided by number of higher end recruits they average for their athletic teams, and also by school size. thats why there have been schools that moved up from being Div 2 to Div 1. The Economical infrastructure of the school may change, more money comes in, student body increases and so do the number of elite Athletes the school recruits....theres a Formula the NCAA uses, but its basically like i said, Level of the Recruits they get, and number of them, as well as the schools economic situationm and overall size. ,ost bigger colleges and universities are put into the NCAA Division 1. there is actually a number set for students attending thats a minimum for a Div 1 school

Your division is based on how many sports you have. You must have at least 7 sports for men and women a piece to be division 1. Division 2 has to have 5 for each. Division 3 is pretty similar to 2 but doesnt allow athletic scholarships. D 1A and D1AA are separated by attendance. You must have 15000 fans per game to be considered D1A in football
