The choke needs worked on. To make this work properly there are many things that have to be considered.
1, Is the choke shutting when cold?
2, Is the choke pull-off working?
3, Is the fast idle working?
4, Accelerator pump working?
5, Is the choke spring heater tube hooked up to exhaust manifold and not plugged?
6, Air cleaner hot air tube to exhaust hooked up?
7, Is there a heat raiser on the passenger side exhaust manifold working?
These are several things that must be considered to make choke work properly.
Putting a hand choke on it can be as difficult as getting auto choke to work.
And all the above things have to be adjusted properly to make it run half way right when cold and warm.
It will NEVER run as good as a fuel injected car when cold.
Old Chevy chokes can be a challenge for even a seasoned mechanic!

If it's a carb, take the air filter off and see if the choke plate is closing when it's cold. You probably need to open the throttle to let it spring closed. I'm trying to remember, but I think there's a little vacuum operated plunger that comes up once the engine is running to crack the choke open. If that's bad you'd get the symptoms you're describing. You'd have to wait for the choke to warm up before you could drive.

First get a good tune up second make sure all the choke pull-offs are working correctly and,I would chech the power to the electric choke thermostat cause it sound like the choke on your Q-Jet is not working or it is backed way down if the thermostat has screws in it it needs to be adjusted(original is riveted on)

it sounds like the automatic choke on your carb is sticking you should spray it down with wd40 or pb-blaster i would also reccomend yanking out that 305 and put a 350 back in a soon as possible the 305 is okay but get rid of it

you are not saying if it is injection or carb or a twin barrel single point injection(per barrel)
So I am guessing that you have carb fitted: So it maybe that your automatic choke unit is U/S. If its a auto choke that runs off the coolant temp, or the spring inside choke unit has dislocated(easy fix)
but personally I would convert it to a manual choke system which is also easy.
if injection cold running valve needs a clean or replacing or your intake is leaking air into its system (ie carb mountings are loose) so when the engine is warm at temp it then ticks over enough to select gear

mine does the same...74 landcruiser. i beleive its the gas and not the engine. during winter months the gas stations near where i live put an extra additive in thier fuel for better.....something....anyway, it makes my truck run like crap when its cold. there is a gas station down the road that i heard doesnt put this additive in during the winter. i filled up there once and it wasnt as bad (i could leave it as it warmed up even though it still didnt quite idle as smooth as when warm)

aim guessing that your Chevy has a carburetor if so does it have an electric choke? or does the choke have a rod that goes through the intake manifold? either way seems like your crab/needs to be adjusted or replaced.
