Word-of-mouth is still your best advertising... just go to people personally and see if they want some help. Word will spread if you do good work at a reasonable rate.

Try posting flyers on poles in your area or taping them on people's mailboxes for your yardwork business. Your idea about the local newsletter sounds okay but where I live that is already being done I don't know how it works but I know the paper itself is free and usually find around grocery stores or newsstands.

candidly?
get a clean button down short sleeves shirt solid colour tucked in , white under shirt, dockers pant correct sized with belt cinched at your waist , clean sneakers laced tight.
go door to door with a smile on your face in the evenings , all day Saturday.
now you wear those as you go door to door introducing yourself as the new lawnman in the area with a flyer explaining your values and costs.
ask for their business.
make a low intoductory price to start . show up on time or early when working and do a better job plus.
Do this and you will have plenty of work, always ask for referrals.
as for the newsletter focus on the cash flow from lawnman, get the cash coming in then work on nwesletter and ads.
