I dunno..but it should be illegal.

Why wouldn't it be legal? Under what law might such a thing be illegal? It would be impossible to enforce such a law even if it were illegal. Can you imagine how many college kids send their dirty clothes home? Or how many houseguests leave articles behind and have them shipped back home? The post office would not only have to search every piece of mail, but they'd also have to determine if the underwear were new or used, and then they'd have to determine if a purchase was made (rather than transfer of ownership or return of ownership or a gift, etc).

However, there are some archaic laws on the books regarding the mailing of hazardous materials. Depending on what is one the used underwear, and how badly they want to make a bust, I suppose some hotshot DA could argue that used underwear is hazardous. There is also a law on the books which makes the sending of obscene materials through the mail a crime. However, nude magazines like Playboy and Hustler, as well as numerous sex toys are mailed to thousands of people every day without problem. Again, this law is subjective, on what is "obscene".

I have not heard of it, but can also see no reason why it would be illegal. I would hope that the garments were at least cleaned first! I have spent the greater portion of my life incarcerated, so I am used to wearing underwear that has been used many times by many different people. Is it disgusting? For certain. I wonder if this is something done as an economical thing (bargain undies?), or if it is to feed some type of fetish. Either way, I can see no reason for it to be illegal.

your question is if they can sell it on the internet or if they can sell used underwear. If it is ilegal to sell it anywhere else than it it illegal to sell it on the internet too.
Your question has to do with the law but not so much internet

I see no problem as long as the crotch is intact. I do believe a little bleach would be in order for obvious reasons, and please see a mental health specialist.
